The IS USBC BA Transition Committee has been diligently
assessing the pros and cons of a potential merger. This committee has been
working their way through a comprehensive list of concerns. Some of these
concerns have been eliminated while several remain on the list. The
committee concluded that it is possible for one organization to
successfully execute the combined existing set of services with a board no
larger than our existing board. However, one major area of concern has
risen to the top of the list – that being “Governance”. The
committee is currently assessing whether it is possible to address this
area of concern. The transition committee believes that the new
organization must follow the industry-accepted governance model used by
companies and non-profit organizations including the USBC. This governance
model is called the Carver Model. Great reference material and information
on the Carver Model of Governance can be found on the internet. Until this
governance model can be embraced by all merging entities, the committee
and Board of Directors feel a merger would not be successful for the state
organizations or be beneficial to the Once the IS USBC BA Board has determined what it would take to address this area of concern, then the committee will be ready to meet with the WBA Transition Committee to discuss the entire list of concerns and explain what must be in place before the IS USBC BA will consider a merger. This information was shared with the IS USBC BA Board of
